By excising that late sticking point for the owners from the deal, the two parties were able to finally close gaps on the Competitive Balance Tax (CBT) structure, the pre-arbitration bonus pools, and the major league minimum salary. With players needing to report to camp as quickly as possible, agents and team executives’ phones are probably already near their melt point as the offseason gets underway again under an extremely compressed schedule. Just after 3 p.m. on Thursday afternoon, the players and owners finally reached a conclusive agreement, and after a half-hour of nail-biting to see if the players would vote to ratify, we have MLB once again.

"The way the process of collective bargaining is designed to work under the statute, it's really driven by two things: time and economic leverage," Manfred said. "We built some processes into this agreement where we're gonna be interacting more regularly with players on topics like the international draft and rule changes. The league imposed another deadline for Tuesday, this time for a full 162-game season, and finally agreed to higher competitive balance thresholds, seemingly carving a path for a deal. "There were spots where I was concerned we were going to miss a lot of time," Manfred told Rogers. "Whenever you think you get going and it looks like you can make an agreement and then it doesn't happen, that's concerning. Their first core-economics proposal came in May, but the league didn't counter until August. Manfred instituted a lockout on Dec. 2, stating hopes that it would trigger accelerated bargaining, and the two sides went 43 days without talking. I respect them, and I respect the input that we've received from them during this process. Under the new CBA, minimum salaries will begin at $700,000 in 2022 -- an unprecedented 23% increase from the prior year -- and rise to $780,000 for the final year in 2026. "Our union endured the second-longest work stoppage in its history to achieve significant progress in key areas that will improve not just current players' rights and benefits, but those of generations to come," Clark said in a statement. An international draft, a component that added another layer of difficulty to negotiations on Wednesday, could be implemented as early as 2024. Sort of the way the process of collective bargaining works sometimes, but I do apologize for it. Twenty-six of the 38 union leaders voted in favor of a five-year CBA that saw its members make significant gains with regard to minimum salaries and the competitive balance tax threshold, among other areas. With the end of the second-longest work stoppage in the game's history, the market officially opened, paving the way for trades and free-agent signings.

Numbers appeared close but there was a report that MLB wanted the MLBPA to drop a grievance filed over the 2020 season. So, right now, if the board is against, they need two-thirds of the player reps to vote for the proposal for it to pass. (The owners had pushed for a 14-team format.) The exact details are unknown, but the league had resisted the "ghost win" approach used in Japan and South Korea. After that got sorted this morning, the league has reportedly asked for the MLBPA to drop a grievance from 2020. Two on-field rules from the last two seasons, seven-inning doubleheaders and a runner on second base to begin extra innings, are not part of this new deal. The new CBA not only raised the league minimum by more than $100,000 (it was $575.5K in 2021), it introduced the pre-arbitration bonus pool, funded at $50 million. (The union had alleged the league opted to play fewer games than it could have.) (The previous record belonged to the 1990 lockout that lasted 32 days.) The way MLB's compensation system is set up, players who have fewer than three years of service time are essentially guaranteed to make no more than the league minimum, no matter how well they play. The union voted to approve a new proposal by a 26-12 margin (a simple majority, or 20 votes, was all that was required for the new agreement to pass, but it's notable that the eight members of the executive subcommittee all voted no). The owners ratified the new five-year CBA on Thursday night, voting 30-0 in favor. The two sides then met here and there, but it wasn't until late February when they began to meet multiple times, in-person, on a day-to-day basis. The owners, for their part, prioritized an expanded postseason, an international draft, and the power to make rule changes, including, potentially, installing a pitch clock and larger bases, as well as restricting defensive positioning.

Major League Baseball must embrace its diversity of cultures, from the flexing to the hurt feelings. The league needs to immediately embrace a new era and a new energy. But the sport remains paralyzed by a lack of trust and cooperation. And that’s a shame. And in the end, the labor dispute amounts to no harm, no foul. Especially for those who are craving the romance, poetry and nostalgia of baseball.

We've got a month until Opening Day. Time to rev it up.

Just a reminder we will have lasting effects of this lockout for a bit. Teams can now be awarded draft picks for promoting players who go on to win certain awards, but is that enough of a carrot? Turns out not everyone can respond so quickly to an instantaneous spring training, and when it's a short one to boot, those players have a razor thin margin for Opening Day. I've mentioned the draft lottery already, but there are also limits to how many consecutive years a team can be included in it. For all the talk of canceled series, the league agreed to rearrange the schedule to fit everything in. There's also the secondary matter of NL pitchers potentially seeing their numbers suffer with an actual hitter now in that No. 9 spot, but the effect will be felt more on a macro level than a micro level, I suspect. It concluded Thursday with the the players voting to accept the owners' latest proposal, and it concluded in time for this all eventually to feel like a bad dream. At least on a superficial level, the new CBA took measures to address the practice commonly known as "tanking" -- i.e., choosing not to field a competitive club for several years in the hopes of jumpstarting the competitive cycle. The DH is coming to the NL full-time. A couple turns in a 162-game season is a relative drop in the bucket. The typical spring training timeline (six weeks or thereabouts) is for the sake of responsible pitcher buildup. If they took too long to build up, the investment would have been a total waste.

The 2018 grievance over the failure to spending revenue sharing proceeeds by Miami, Oakland, Pittsburgh and Tampa Bay remains pending. A full year of major league service will be credited to players who finish first or second in Rookie of the Year voting in each league by the Baseball Writers’ Association of America, as long as they are among the top 100 prospects by two or more of Baseball America, ESPN.com or MLB.com and did not spend the full season on the big league roster. The No. 1 seed will host the wild-card winner in the best-of-five Division Series, and the Nos. 2 and 3 seeds will meet. For the first, a 20% tax on first-time offenders, 30% for exceeding in consecutive years and 50% for exceeding in three or more consecutive years. If the sides do not reach an agreement by July 25, direct amateur-draft pick compensation would remain in place. A team is eligible for Prospect Promotion Incentive (PPI) draft picks if a rookie-eligible player with 60 days or fewer of major league service who is included on a preseason top 100 prospect list by two or more of Baseball America, ESPN.com or MLB.com is promoted and finishes high in award voting in any year before he is eligible for arbitration. Extended to the National League, which used it previously in the 2020 pandemic-shortened season. The top two division winners in each league get first-round byes, and the remaining four qualifiers will play best-of-three game wild-card series. Teams receiving revenue sharing are ineligible to participate in three consecutive years, teams paying are ineligible in consecutive years. Fourth or fifth would earn $1 million along with making the all-MLB team, while Rookie of the Year would get $750,000 and second place $500,000, along with making the all-MLB second team. The top prospects who finish top three in Rookie of the Year or top five in Cy Young or MVP earn teams additional draft picks.
