The first incident involved inappropriate text messages to a member of staff from Houston "approximately a decade ago." "He immediately apologized to the person. The board was aware of the allegations when Houston stepped down in January to focus on fighting the charge of concealing child sex abuse.

The church said Mr Houston engaged in conduct of "serious concern", and offered an unreserved apology to his "victims". In a detailed letter sent to members, the church said Mr Houston sent "inappropriate text messages" to a female staffer in 2013. He said the decision was made to offer "grace". Yet it was a lack of transparency from Hillsong that has sparked a major rift within the mega-church and led to the unravelling of Mr Houston's legacy. The extraordinary revelations have rocked the church, with some asking why Mr Houston was permitted to resign and was not sacked.

"Although all parts of the complaint were unable to be sustained, important elements of the complaint were sustained and the conduct was of serious concern," the statement continued.In a video conference shared with the Australian media, Houston's interim replacement Phil Dooley said the church didn't know whether the incident had involved any "sexual activity." Prime minister says Houston's resignation is 'entirely appropriate' after alleged inappropriate behaviour.

Houston was found to have engaged in conduct “of serious concern” by the church, in two separate incidents over the past decade. Morrison said that he now attended a Pentecostal church in his own community, ShireLive, and that “I haven’t been at Hillsong now for about 15 years”. “I’ve known Brian for a long time and Hillsong church has a very big network of churches all across the United States, and the ministry, when it comes to the music and so many other things have been very big – it’s probably the single largest church organisation that is known in the United States.”

The head of the celebrity-friendly megachurch had been on leave after an unrelated allegation that he concealed his father's sexual abuse of a young male.

Last year, Australian TV program 60 Minutes aired an allegation from a woman that she had been raped on church premises and that Hillsong did not satisfactorily respond to her complaint. “The woman has not said there was any sexual activity,” he reportedly added. A series of controversies have beset the church in recent years. He has pleaded not guilty and the matter is yet to be tested in court. According to the Australian Broadcasting Corp., Hillsong interim senior global pastor Phil Dooley told a global meeting of 800 church members on Friday that “the truth is we don't know what happened next.” The church investigation found Houston was disoriented after taking anti-anxiety medication beyond the prescribed dose mixed with alcohol.
