A decree signed by President Vladimir Putin on Monday gave the 64th Motor Rifle Brigade the title of “Guards” for defending the “Motherland and state interests” and praised the “mass heroism and valour, tenacity and courage” of its members during what it calls its “special military operation” in Ukraine. In early April, the Ukrainian defence ministry alleged the unit occupied the town following Russia’s invasion on February 24 and committed “war crimes”. Russia has handed an honourary title to a brigade accused by Ukraine of atrocities and mass killings in Bucha, a town on the outskirts of the Ukrainian capital, Kyiv.

The 18 entities targeted under the latest round of sanctions are: Alfa-Bank, Bank Rossiya, Bank Otkritie, Black Sea Bank for Development and Reconstruction, Central Bank of the Russian Federation, Credit Bank of Moscow, Gazprombank, GenBank, Industrial Savings Bank, Novikombank, Russia Agricultural Bank, Russian National Commercial Bank, Russian Direct Investment Fund, Sberbank, Sovcombank, SMP Bank, Vnesheconombank, and VTB. Seven other banks with links to oligarchs, Russia's defence sector and annexation of Crimea are also targeted. Russia's largest banks and financial institutions have been targeted in New Zealand's latest round of sanctions against the country.
