And some of the things that we [inaudible] including in agriculture, which meant that we became even dependent for food in terms of imports. And our entire informal sector — 60% of our economy is the informal sector — has come grinding to a halt because of fuel shortages. And even in those few months, as Sri Lanka has been preparing to go for an IMF agreement debt, an IMF team was in Sri Lanka for two weeks. So, this dependency and this idea that we can import our way out through debt has continued to this day. AHILAN KADIRGAMAR: Sri Lanka was the first country in South Asia to liberalize its economy, way back in 1977. And it’s in that context there is likely to be a very powerful wave of protests starting this Saturday. They saw that two months ago when the president’s brother, Mahinda Rajapaksa, resigned as prime minister. Sri Lanka’s government has forced the country’s schools to stay closed for another week because there’s not enough gas for students and teachers to travel to school. Meanwhile, Sri Lanka is also facing a dire shortage of food and medicine, and doctors say the country’s entire health system could collapse. “There is no discussion on the part of the government on how we as Sri Lankans are going to come out of this crisis,” says Ahilan Kadirgamar, political economist and senior lecturer at the University of Jaffna, who explains how the government’s doubling down on austerity measures has devastated the working class.

Sri Lanka's Central Bank has raised its key interest rates to 14.50% and 15.50% to try to contain inflation that has added to the country's economic woes.

Prices of most essentials have tripled in recent months and the most people are struggling to pay for their basic needs. The bank raised its policy rates by 700 basis points each in April, roughly doubling them and surprising economists as it struggled to drive inflation lower. Shortages of fuel and electricity have further crimped economic activity in April-June. They accuse him and his powerful family, which includes several siblings who until recently held top government positions, of precipitating the crisis through corruption and misrule. It also raised the Standing Lending Facility Rate that it charges commercial banks by 100 basis points, to 15.50%. The central bank said Sri Lanka’s economy is estimated to have contracted 1.6% from a year earlier in the first quarter of the year.

A group of kids from the block have been helping him with tending to his new vegetable garden, and as they gather around to show off the fruits of their labour, grins bursting on their faces, one says: “I have drawn a picture of this.” He speaks of another flashpoint in Sri Lanka’s history he experienced as a child – the mass anti-Tamil riots of 1983 that set the scene for the 26-year civil war between the Sri Lankan military and the Tamil Tigers, who were fighting to establish a separate state in the north and east. Partly to combat the shortage of fuel and also to address the worsening outlook with food, public-sector employees have been given Fridays off for three months to stay at home and grow their own produce. As a result, packs of blood have been reserved for the most essential surgeries, and those booked for routine operations have been asked to postpone them. As drivers honk their horns at him as they pass by, acknowledging his presence, he recalls having to queue for dry rations as a boy in the early 1970s amid another foreign-exchange crunch and communist insurrection. They attacked the demonstrators with sticks and clubs and set fire to their encampment and in response, the hitherto peaceful protesters went on a rampage themselves, torching the homes of MPs aligned with the Rajapaksas, whose family has been the dominant force in Sri Lanka for most of the past two decades and has been dogged by allegations of corruption. In hospital maternity wards, the exhaustion of foreign currency reserves has led to a shortage of sachets of micronutrients given to new mothers. He was eager to rein in the use of chemicals that had been linked to kidney disease in Sri Lanka’s central and northern provinces, where they had washed into the water supply. Manufacturers of organic fertilisers didn’t have the capacity to cover for chemical products coming off the market, Gotabaya Rajapaksa has since conceded, and what was provided by the government to farmers also proved nowhere near as effective. “Every day there is a power cut, so when the lights go off and somebody gets stuck in the lift, I’m in charge of getting people out,” he says. “I didn’t have the means to make enough for two acres of paddy, so I left it.”
