Speaker of the House Trevor Mallard is headed off to Ireland as New Zealand's Ambassador, 38 years after he first started working in Parliament.

Mallard is expected to begin his posting in Dublin in January 2023. So now, a string of rivalries behind him, Mallard prepares to cut his own ties with Parliament. From what I saw, I thought he was menacing towards the MPs. Because, of course those things don’t represent everything Mallard has done, but they do put a cloud over all the good stuff. I didn’t have any time for the protesters but I thought the way Mallard handled things was appalling. Judith Collins once said he was the biggest bully she had ever seen in Parliament. And his carry-on during the protest at Parliament earlier in the year. And if it was me, I wouldn’t be sending him to Ireland or anywhere, for that matter.

"I am absolutely committed to providing every opportunity for the Opposition and the House as a whole to hold the Government to account and for the Government to be accountable." like freedom of speech," he said. "I think that could happen but it needs to happen in a way that still maintains the rights and privileges of the House, it can't be just a free-for-all for its own sake." It dates back to the times the Speaker reported the views of Parliament to the monarch in the United Kingdom – and risked punishment if the monarch was displeased. "The election of a new Speaker is a moment for some humility and grace and I think what we saw in the debate was that some people can do that and some people can't." Rurawhe said the reason he cut Sharma off was he was venturing outside what would normally be expected in the election of a Speaker. Rurawhe noted he was not an expert on all the rules, but said "being fair" was paramount and he would use his own radar to establish what is and isn't acceptable.

The Government will get rid of a divisive figure, get to bring in a new MP from the list (for a few months at least) and the elevation of Adrian Rurawhe will make the place feel a bit fresher. [Covid-19 lockdowns](https://interactives.stuff.co.nz/2021/09/covid-delta-lockdown-auckland/), Mallard hosted a touring group of European MEPs and local members for dinner on the Wellington waterfront. That said, it hasn't been actually much more dirigiste than a lot of other rules around [Covid-19 ](https://www.stuff.co.nz/national/health/coronavirus)which also seem to make little sense. He was also a good and generous host. There is of course the broader question of political appointments to plumb diplomatic postings. Mallard defended New Zealand, pointing out that this country has a long history and tradition of kids in part-time work. He has loads of experience, has held 13 ministerial portfolios, and has been a member of Parliament for 35 years. Add to this the constant and curmudgeonly grumbles about the Parliamentary playground Mallard installed as speaker, at a cost of $572,000. A committed parliamentarian, he is extremely knowledgeable about both New Zealand political history and Parliamentary rules and processes. He also pushed to make Parliament dog and child-friendly. He will remain in Parliament for the next few months before taking up a three-year posting in Dublin. And his proclivity to, at times, be a grump.
