Latest Russian shelling kills at least 10 in Ukraine's Kherson (PBS NewsHour)

Russian shelling killed at least 10 Ukrainian civilians and wounded 20 others in a day, the office of Ukraine's president reported Friday.

The Ukrainian southern and eastern regions that Russia declared as part of its territory four months ago — Donetsk, Luhansk, Zaporizhzhia and Kherson — will take place “in the near future,” Russia’s Ministry of Industry and Trade said. Russian President Vladimir Putin’s highly orchestrated announcement of the illegal annexations came despite widespread international condemnation and the fact that Russia didn’t fully control the areas it annexed. Pavlo Kyrylenko of the eastern Donetsk region said the Russian military used phosphorus munitions in shelling the village of Zvanivka. The shelling also damaged apartment buildings and two schools in the nearby town of Vuhledar, Kyrylenko said. Separately Friday, Russian authorities took new steps in their months-long and widely criticized effort to graft four Ukrainian provinces onto Russia’s already vast territory. The missiles and self-propelled drones Russian forces fired Thursday hit deeper into Ukrainian territory, killing at least 11 people.

A spokeswoman for the Interior Ministry said the so-called denial of service attacks, in which websites or entire networks are bombarded with requests in an attempt to make them inaccessible, were observed on Wednesday and Thursday, and “were largely fought off or had no serious impact.” The switch in the Ukrainian southern and eastern regions that Russia declared as part of its territory four months ago — Donetsk, Luhansk, Zaporizhzhia and Kherson — will take place “in the near future,” Russia’s Ministry of Industry and Trade said. He said those deliveries would come on top of Poland’s plans to send 14 of its Leopard 2s, after Berlin approved other allies sending the German-made tanks to Ukraine. Pavlo Kyrylenko said the Russian military used fiercely-burning phosphorus munitions in its shelling of the village of Zvanivka, about 20 kilometers north of Bakhmut, a city that has become the focus of a grueling standoff in recent months. Six people died in the Donetsk region, two in Kherson, and two in the Kharkiv region.

EU general says Russia taking Ukraine war to 'different stage'

He said the developments have forced Putin to change his initial narrative, in which he described the invasion as a “special operation” to free Ukraine from a Nazi regime. The Ukrainian president also credited Western supplies for added protection from Thursday’s missile attacks. “Today, thanks to the air defense systems provided to Ukraine and the professionalism of our warriors, we managed to shoot down most of the Russian missiles and Shaheds,” he said in his address. A Russian Foreign Ministry spokesperson, Maria Zakharova, said Friday the supply of Western tanks to Ukraine would not help Kyiv’s military prospects but would rather “bring the countries of the West to a new level of confrontation with our country and our people.” They follow Russian missile attacks that went farther into Ukrainian territory Thursday, killing 11 people. Earlier Friday, the European Union’s top general said that Russia is taking the war in Ukraine into a “different stage,” launching indiscriminate attacks against civilians and cities as a reaction to recent decisions by NATO allies to send advanced armaments to Ukraine in support of its war effort.
