Other prime ministers like Ardern, John Key, and Helen Clark have picked up a lighter portfolio. Ginny Andersen was ranked 45 on the party list at the last election, she is now number 19 in Cabinet. Barbara Edmonds was 49 at the election and has climbed to number 20. Phil Twyford, who is not retiring, has lost his place in the executive. Leaving aside new MPs who have been promoted into the executive for the first time, Verrall is the minister who has moved the most between former Prime Minister Jacinda Ardern’s last reshuffle last year, and Hipkins’ reshuffle this year.

And, for it, he took a major amount of flak from the sector. She has been brought into Cabinet, ranked at 19, with the portfolios of digital economy and communication, seniors, and small business. Edmonds was elected to the Mana electorate in 2020, and has risen quickly, running the Finance and Expenditure select committee since June 2022. Prime Minister Chris Hipkins has recast the Cabinet for the “big job ahead of us”. She has chaired the Justice select committee for Labour, taking on senior National MPs eager to score political points. However, bringing these names to the front bench has meant an effective demotion of senior and long-serving ministers. Tinetti, a former school principal, was broadly seen as the natural successor to Hipkins in the education portfolio. Allan was given the justice portfolio in 2021. Some of the changes announced by Hipkins on Tuesday were expected.
ANALYSIS: The top team is very similar, but there are some big changes that could pay dividends for Labour - if it follows up with policy change.
His predecessor was a cautious political operator, wary of too much change. Also, the jury is out on the appointment of Michael Wood as Minister for Auckland. Taking local Government off Nanaia Mahuta and giving it to Kieran McAnulty, who goes into Cabinet, was also a no-brainer. Andrew Little’s move out of health was a sensible one. Webb is a good appointment, but given Hipkins Labour’s new focus on “bread and butter” issues, not having either commerce or consumer affairs minister inside the cabinet seems pretty odd. The problems with the health system had started to coalesce around Little, despite predating him by many years. There have also been sensible rearrangements, demotions and shifts. The top team – Hipkins kitchen cabinet – is basically made up of the same familiar faces we have seen in the Government for years, sans Jacinda Ardern. Anything to do with prices, regulation or competition really.
