Cyclone Gabrielle: Hawke's Bay Civil Defence can't cope with scale ... (RNZ)

The plea comes as the Wairoa River burst its banks and flooded an area that is home to half the town's population.

The rest of us need to be resilient; looking after ourselves, our families and our neighbours. Flood water is often contaminated and can make you sick. The Ngaruroro River overtopped its banks earlier today, resulting in the evacuation of Ōmahu. Waka Kotahi has closed the bridges on SH2 due to safety concerns. If you see rising water do not wait for official warnings. Act quickly if you see rising water. - People should stay up to date with the forecasts from MetService and continue to follow the advice of Civil Defence and emergency services. - A national state of emergency gives the national controller legal authority to apply further resources across the country and set priorities in support of a national level response. Phone and electricity was cut off during much of the day and the District Council in Taupō sent in a chopper to see how the rural community has fared. The local emergency management group said Hawke's Bay was reeling from the effect of Cyclone Gabrielle and it was grappling to gain a full understanding of the situation. Meanwhile, Hawke's Bay Civil Defence said it could not cope with the scale of damage in the region and has asked for help from the National Emergency Management Agency. It said the town was cut off by a damaged bridge to the south and impassable roads to the north.

Cyclone Gabrielle: Government assesses needs in Wairoa now ... (RNZ)

Emergency Management Minister Kieran McAnulty says the Defence Force is working to get food and water to Wairoa in Hawke's Bay.

But severe weather was "proving to be difficult". If you see rising water do not wait for official warnings. "Many of the mobile towers that had fallen out it was because they were linked to power. Act quickly if you see rising water. "It was incredibly uncomfortable for everybody not knowing exactly what was needed, we're confident we'll be able to get a grasp of that now we've established communications with all local civil defence - once we know that we've got to get them what they need." "This is not going to be a quick fix and it's not going to be cheap but we're committed to do it." "It looks very much like there's a lot of damage to the fibre network, the crews are only starting to be able to get to the sites hopefully today and tomorrow. "We're in a much better position to be able to understand the need there, we know that they need food, we know that they need water and with the weather clearing we're going to be able to utilise probably the Defence Force to get in the supplies they need." ["It will be challenging for us to get full supply restored" - Transpower chief executive Alison Andrew duration 5:46](/national/programmes/morningreport/audio/2018877827/cyclone-gabrielle-transpower-on-network-resilience) [Download](https://podcast.radionz.co.nz/mnr/mnr-20230215-0736-cyclone_gabrielle_transpower_on_network_resilience-128.mp3) ["It will be challenging for us to get full supply restored" - Transpower chief executive Alison Andrew](/national/programmes/morningreport/audio/2018877827/cyclone-gabrielle-transpower-on-network-resilience) Transpower was reconfiguring its network in an attempt to have Unison able to use electricity coming in from the south, and could potentially bypass the substation to have power from the north getting in to the region, Andrew said. Crews have not yet able to get to the Redclyffe substation site because of flooding and a helicopter was coming up from Wellington on Wednesday to try to get into the site. "When we know what the need is we're confident we can meet it, but when we can't get into a community it's hard to know what the need is and how much damage there is."

A body has been found in the area where rescuers were searching for a missing firefighter in Muriwai after a landslide brought down houses, trapping two people.

“Wairoa, particularly, is of concern,” Emergency Response Minister Kieran McAnulty earlier said about communication with the town. We are working to ensure people’s safety and trying to provide the best services we can given our limitations.” There are very limited supplies of food and water with no drinking water supply due to the flooding. “We are managing but we are geographically isolated and facing severe challenges. About 2500 families have been displaced from their homes, including at least 1000 Hawke’s Bay and 1000 in the Far North. The Defence Force said three NH90 helicopters were used to rescue people from their homes. About 225,000 people have lost power, from Northland and Auckland, through to Coromandel, Gisborne and Hawke’s Bay. Spark is urgently sending satellite units to reconnect the region.

Cyclone Gabrielle: More than 10000 now displaced, Wairoa remains ... (The Spinoff)

Welcome to The Spinoff's live updates for Wednesday, February 15 – bringing you the latest news as the aftermath of Cyclone Gabrielle is revealed.

Fire and Emergency and Police have have told the minister they were able to meet the demand for resources in flood-hit areas. “I received a text this morning from the mayors of Gisborne and Napier/Hastings but I don’t know if that was sent yesterday,” he said. “The longer the search goes on, we’ve got grave concerns for the safety of our firefighter,” an official said. About 1,000 people were rescued yesterday in Hawke’s Bay but that number “was going to climb”. The choppers have also been assisting in moving 60 to 100 people from Hastings and transporting medical supplies around the region. “But what is of concern is there are still areas that don’t have power.” Roughly 300 people were rescued from rooftops in Hawke’s Bay yesterday when the weather cleared. A clearer picture is also emerging of the devastation caused in the area with aerial shots of Wairoa showing the extent of the flood damage. On the power situation, the minister said about 144,000 households across the North Island were still in the dark. As explained by Stuff, she was due to visit the Royal New Zealand Corps of Signals centenary event in Palmerston North because of her connection as a colonel in chief. Want to read The Bulletin in full? A message had been passed on via Civil Defence and McAnulty said the government would try and get them exactly what they needed.

“The landscape is littered with tales of heroes and heroines, but you'll never hear about all of them.” Affected workers were now in temporary accommodation. There are widespread school closures across Hawke’s Bay and unless parents hear from their school, they should assume it is closed, the Ministry of Education said. Emergency Management Minister Kieran McAnulty said the cyclone did take people by surprise in terms of how much it had affected Hawke's Bay. “They were there for hours. Police also recovered a body from the shore of Bay View Beach in Napier late on Tuesday night, though it was not yet known if the death is connected to the flooding. Tangoio marae, about 23km north of Napier, has been devastated by flooding. Residents around Te Awa Estate were asked to evacuate on Wednesday morning as floodwaters inundated the area. Hundreds of people had been evacuated and parts of the district were devastated, he said. Anyone able to get water out of the network needed to boil it, she said. “Wairoa only has one day’s worth of food, and enough drinking water for two days. Hawke's Bay Hospital has cancelled all elective surgeries, endoscopy services and outpatient appointments for Wednesday.
