After last month’s devastating quake that hit southeastern Turkey — to which Israel sent search and rescue teams and a field hospital — officials realized the importance of coordinating receiving aid. However, it has in practice been largely ineffectual, in part due to the fact that its power is derived from easily changeable government decisions, rather than a more permanent legislative authority. “There is no system failure, the immigration systems are continuing to work, the airports are still running… Do you rely on The Times of Israel for accurate and insightful news on Israel and the Jewish world?

Israel launches four-day exercise to enhance earthquake response ... (JNS.org)

Some 120 people from 17 countries are participating in drills simulating the reception of foreign aid in the event of a major tremor.

A 2018 report by the previous comptroller estimated that a major earthquake could result in 7,000 casualties and leave 170,000 people homeless. A report from last year found that 600,000 buildings in the country do not meet the standard for earthquake resistance. “The National Emergency Management Authority designated 2023 as the year to focus on improving national earthquake preparedness, with the devastating earthquake in Turkey further emphasizing the challenges that we face,” said IDF Brig. The Israeli military’s 400-plus-strong delegation was supported by emergency medical specialists from the defense and health ministries, fire and rescue services, Magen David Adom, United Hatzalah and Zaka, among others. The exercise is being led by the Israeli Defense Ministry’s National Emergency Management Authority, in cooperation with local emergency and rescue services. 6 that, together with hundreds of aftershocks, left more than 40,000 people dead in what the World Health Organization has called the region’s worst natural disaster in a century.

Turkey Earthquake Aid Pours In From Erdogan's Rivals (The Wall Street Journal)

Collapse of vital services, rise of relief efforts independent of government are test for president ahead of election.

Civil-society groups have set up aid-distribution points in a park along the Orontes River, with residents lining up to receive clothes, hot meals and attention for medical and mental-health needs. “We are the shadow municipality of Hatay,” Mr. “It isn’t a weakness to talk about the shortcomings and ask for forgiveness,” he said on March 1. “When there is no coordination in the field, the most common experience was in fact the earthquake victims’ extreme loss of trust,” he said. The state disaster-management agency, AFAD, tasked Istanbul and other municipalities with coordinating services in specific regions of the country on Feb. But the role of the opposition-controlled Istanbul city government in the disaster response is a dilemma for Mr. Erdogan](https://www.wsj.com/articles/earthquake-fallout-raises-political-stakes-in-turkeys-election-year-f921ae11?mod=article_inline), who for years has sought to centralize power and whose handling of the earthquake response is becoming a vulnerability in a presidential election expected in May. He and other Istanbul officials say the central government often freezes out the city authorities on more routine matters of daily governance, a lack of coordination that they say has extended to the earthquake zone. The [earthquakes have killed](https://www.wsj.com/articles/turkey-syria-deal-with-earthquakes-devastationi-buried-my-kids-today-11675813760?mod=article_inline) more than 52,000 people along a 200-mile stretch of Turkey and Syria, and many residents still in the disaster zone say they are waiting for basic services such as electricity and water, and for supplies like food and sanitation products. Albayrak calls himself the “shadow mayor of Hatay,” leading the aid operation from a mobile command center in Antakya. Istanbul’s army of firefighters, police, doctors and volunteers are now the most visible signs of earthquake relief in Turkey’s southern Hatay province, which was reduced to a wasteland of rubble. He was joined by hundreds of firetrucks, ambulances and rescue workers from the municipal government of Istanbul, a city 500 miles away that is ruled by some of Mr.

Turkey earthquake: Istanbul residents fear homes will collapse (BBC News)

After quakes in Turkey's south claimed 50000 lives, the race is on to protect its biggest city.

Many aren't happy with the government's handling of either. Up and down the street, its neighbours have many of the same flaws. The next step is the development of a 50km (31-mile) long fibre-optic based early warning system. An overhang makes the rest of the building wider than the footprint. We're standing in the shadow of Yasemin Suleymanoglu's house, and I ask if she's concerned about the apartment block it's in. "Our building shook a lot during the 2019 earthquake, and the columns of the one across the street cracked. The waiting list for one shot up to three months, then four, and it keeps rising. Tenants as well as landlords can now apply, but some still don't because of the financial implications. He's just returned from the epicentre in the southern city of Kahramanmaras, where he lost relatives. "The municipality had sent us written warning about it, but the situation wasn't resolved due to rejections from the neighbours. "It happened at 04:17, a relative called and we all woke up screaming." There's a very high chance that a tremor would bring this whole block crashing to the ground.

Kurtulus Atasever, a structural and earthquake engineer, demonstrated some of these issues during a meeting. Following the earthquakes in southern Turkey, more than 100,000 applications have been submitted to the Istanbul municipality for building safety inspections. "The municipality had sent us a written warning about it, but the situation wasn't resolved due to rejections from the neighbours. Consequently, efforts are underway to prepare the city for such an event. As huge cracks continue to show up in the city’s buildings, residents are reeling under the underlying threat of house collapse, reported the BBC. Recently, a study revealed that a seismic event in this area could result in the deaths of up to 90,000 individuals.

And I think the takeaway for citizens is going to be that Erdogan, the powerful, autocratic, father-like figure of politics is not really the father that's taking care of the citizens. I think Erdogan is the best executor of this kind of politics globally. That also means that he is going to do whatever is necessary to win the elections. So he's got a chunk of the country that loves him and a chunk of the country that simply loathes him. And I think that's the angry Erdogan that perhaps we're going to see going forward. I think that a disaster of this proportion, perhaps no government could have handled response to it in a way that, you know, relief would be there in hours after disaster struck. So the sad part of it is that after the earthquake struck, neither the Red Cross was there, nor the new agency Erdogan had set up there. So I would say his brand over the last two decades was that he was seen as an autocratic politician, but his brand was also that - was that he would take care of you. And I think President Erdogan has decided that the earlier he does the elections, it's - the better it is for him. So President Erdogan is going to face criticism for relief and rescue efforts and construction and corruption and all of that. He's the author of "Erdogan's Empire: Turkey And The Politics Of The Middle East," and he's here with us now. It's a member of the NATO alliance, and Erdogan was a key figure in negotiating a deal to get grain shipments out of Ukraine last year.
